Sub: Lump-sum LFA Facility

 

1.0               The existing provisions under Leave Travel Concession facility are complex and involve referring to different sources for information for processing the claims as employees now have choice in travelling by varying modes and taking different routes to the destination within entitlement.

 

2.0               With a view to simplify, it has been decided to extend an optional leave travel facility that would allow flexibility in terms of mode and class of travel, destinations and other conveniences to employees. It would be called “Lump-sum LFA” and would be regulated as per following provisions:

 

2.1               Employees who are otherwise eligible under the LTC Scheme of the Corporation would be eligible to opt for the “Lump-sum LFA” facility.

 

2.2               The “Lump-sum LFA” facility would be in lieu of the LTC Scheme of the Corporation.

 

2.3               Eligible employees who desire to avail the “Lump-sum LFA” facility would convey their option in favour of “Lump-sum LFA” facility in lieu of the existing facility. There is no time frame for exercising the Option but once an employee has exercised his/her option in favour of the “Lump-sum LFA” facility, it shall not be open to him to revert back to LTC Scheme in future.

 

2.4               Employees opting for “Lump-sum LFA” facility would be eligible to claim a lump-sum amount linked to their actual Basic Pay and DA once in a block of 2 calendar years as per following Table:

Note:  1. BP would include Special Pay, Stagnation Pay, etc. on which DA is payable

 2. The BP limits mentioned under “category/Grade” for workmen are w.r.t. to   existing pay scales. These would undergo change with the revision of pay scales.

 

 

 

 

2.5             The block of 2 calendar years under “Lump-sum LFA” facility will be same as under the existing LTC scheme.

 

2.6            The entitlement of Lump-sum LFA will be determined as per the BP and DA drawn by the employee on the date of submitting his application for the claim.

 

2.7            The benefit under “Lump-sum LFA” facility is towards leave travel facility for the employee and his/her family.  As such, the option to switch over to the Lump-sum facility would be valid from a block of 2 calendar years for which LTC facility has not been utilized at all by the employee for self and family members.  In case LTC has been utilized partially, the employee would need to first exhaust the same for all eligible members, before his option for “Lump-sum LFA” facility can be accepted from the next block of 2 calendar years.

 

2.8            In case the employee does not submit a statement of expenses with documentary proof of travel, the lump-sum amount would become taxable in the financial year in which it is drawn. Income-Tax provisions shall apply as per I.T. Act/Rules.

 

3.0        A Proforma for Payment Claim-Cum-Voucher and Request for exercising option to “Lump-sum LFA” facility is enclosed for use by the employees.
